From a shared idea to a proven operating model
How LocoSOFT began
LocoSOFT began within Efinity Digital around eight years ago, founded on a simple idea: councils should be able to work together to develop practical applications for the challenges they share.
While General Manager of Efinity Digital, Adrian Sole led the early development of the initiative and its collaborative approach to council technology.
The first collaboration
ALGIM helped identify delegations management as a significant shared challenge, validate demand across the sector and engage councils in developing a better solution.
LocoDELEGATIONS emerged through discovery, process mapping, requirements refinement, prototyping and continuous council feedback.
Continuity in 2024
In September 2024, Adrian acquired LocoSOFT and LocoDELEGATIONS from Efinity Digital, returning leadership of the initiative to one of its original driving forces.
The acquisition preserved the original vision while establishing an independent foundation for continued development.
The next chapter
Today, LocoSOFT continues to strengthen LocoDELEGATIONS while working with the sector to identify the next shared challenges where a collaborative application can make a meaningful difference.

Working with
ALGIM has been a strategic collaborator in the LocoSOFT journey from its earliest stages. Working with Adrian and Efinity Digital, ALGIM helped identify and validate the need for a better approach to delegations management, engage councils in its development and support the sector-wide adoption of LocoDELEGATIONS.
That relationship continues today, bringing together ALGIM’s local government network and sector knowledge with LocoSOFT’s product leadership, development capability and commitment to continuous improvement.

Adrian has more than 30 years experience across technology, business leadership and local government governance. He led the original development of LocoSOFT while General Manager of Efinity Digital and acquired LocoSOFT and LocoDELEGATIONS in 2024 to continue the vision he helped create.

Aaron has more than 20 years experience building software and digital platforms. Before founding his Tano software practice, he spent 14 years with Efinity Digital and Trackit Energy. He brings deep technical knowledge, thoughtful architecture and a practical understanding of the systems LocoSOFT supports.

Andrew Beaven
Andrew has more than 15 years experience building and owning software products. Running his own software company, he has delivered large-scale systems across the full development lifecycle, from initial user conversations through to release and ongoing support. He brings technical depth and a product owner’s instinct for solving real, shared problems.
