When one council tries to solve a complex operational problem alone, it can spend tens of thousands of dollars—or more—on a bespoke application that it must then host, maintain and improve by itself.

The result is often a narrower solution, with limited capacity for sustained improvement or a long-term product roadmap.

LocoSOFT changes the economics. Councils combine their practical knowledge and share the development burden to create a stronger application than any one council could justify alone. Hosting, maintenance, security, ongoing improvement and the future roadmap are managed collectively.

This reduces cost for participating councils and makes the capability accessible to smaller councils that may never otherwise have had the option. The commercial pathway can then be matched to the opportunity without changing those shared benefits.

Collaborative Investment

Councils co-invest

Participating councils fund development together and receive a perpetual licence, with an affordable annual service covering hosting, maintenance, security testing, support and a fixed contribution to ongoing improvement.

LocoSOFT Investment

LocoSOFT funds development

Where the business case and sector demand are sufficiently clear, LocoSOFT may fund development and offer adoption through an agreed commercial OPEX subscription covering hosting, maintenance, support and continual improvement.

Strategic Innovation

Investment ahead of demand

LocoSOFT may develop emerging applications without requiring prior commitments, allowing councils to assess new capability and adopt it through an appropriate commercial model as demand develops.

HOW PRICING IS STRUCTURED

Development investment

The pathway determines whether development is co-funded by councils, funded by LocoSOFT or undertaken strategically ahead of demand.

Licence or subscription

Adoption may involve a perpetual licence with annual services or an agreed OPEX subscription, depending on the pathway.

Annual service

Hosting, maintenance, security testing and ongoing support are provided through a predictable annual operating cost.

Ongoing improvement

Each model supports continued application development and participation in its product user group and Community of Practice.
