Administrator Pre-Go-Live Checklist

Use this checklist before the council begins relying on LocoDELEGATIONS. Screens and labels may vary slightly as the application is updated.

Pre-go-live checks and ongoing assurance

Use ownership checks, supporting evidence, access controls, visibility settings, reports and a regular review cycle to keep the register reliable.

Microsoft Entra ID is optional. Councils can manage local user accounts without Microsoft Entra ID. Complete the Entra ID and single sign-on checks only if the council has chosen that access method.

1. Confirm ownership and scope

  • Name the council owner responsible for each register and the person responsible for ongoing administration.
  • Confirm the scope includes every Act, section, Bylaw, Warrant, General Delegation and Financial Delegation the council intends to rely on.
  • Agree who can approve changes and who will complete periodic reviews.

2. Check completeness and supporting evidence

  • Confirm required legislation and sections exist and are current.
  • Check that delegation assignments use the correct council roles or approved delegate groups.
  • Attach the relevant resolution, memo, policy or other approval evidence.
  • Check issue dates, review dates, limits, hierarchy and sort order where they apply.

3. Verify roles and user access

  • Confirm roles, Role Groups, Role Teams and Delegate Groups reflect the current organisation.
  • Review all active users and grant Administrator, Editor or User Manager access only where required.
  • Deactivate accounts that are no longer needed.
  • Test local accounts. If the council has chosen Microsoft Entra ID, separately complete the SSO and Just-in-Time provisioning tests using approved test accounts.

4. Confirm branding and public visibility

  • Check the council logo, banner and footer treatment.
  • Confirm whether Financial Delegations should be publicly available.
  • Review a sample of public records to make sure only the intended information is visible.

5. Run assurance reports

  • Review regulations without delegations and updated legislation.
  • Check upcoming Bylaw reviews and Warrants due for review.
  • Review role assignments and Financial Delegations for gaps or inconsistencies.
  • Use History to confirm important changes are traceable without exposing personal user details in public material.

6. Complete final sign-off

  • Record any remaining issues, owners and due dates.
  • Obtain the council’s operational and governance sign-off.
  • Agree the post-launch support process and the recurring review cycle.

A reliable register depends on active ownership, current evidence and scheduled review after go-live—not only the initial system configuration.
